COVID-19 AND THE POLITICAL ISSUES:: MULTILATERALISM, GLOBALISATION, STATE OF EXCEPTION AND DEMOCRATIC EROSION

Resumo: The article aims to provide modest elements for the analysis of political and legal aspects involved in the COVID-19 pandemic. The deductive method is used with analytical-exploratory research and use of bibliographic research tools and recent references collected in electronic sites. The objective is to address three points: multilateralism and globalization, state of exception and democratic crisis, based on three analytical aspects that make up the research problem: Would the pandemic create a disjointion that would wear out globalism and multilateralism or culminate in the end of globalization? ; would the health crisis be a new element that would promote the normalization of States of Exception? and would the advent of the coronavirus pandemic pose a threat to democracy? Research has as a hypothesis to be explored that the COVID-pandemic19 resizes the international scene in relation to the multilateralism drawn up by globalisation and reconfigures the internal scenario in terms of the role of the State in the face of crisis situations and social health upheaval, may have a negative impact on society in endogenous circumstances of democratic erosion.

Se emplea el método deductivo con investigación analítica-descriptiva y empleo de herramientas de investigación bibliográfica y de referencias recientes recogidas en sitios electrónicos. El objetivo consiste en situarse ante tres puntos: multilateralismo y globalización, estado de excepción y crisis democrática, con base en tres aspectos analíticos que componen el problema de investigación: la pandemia generaría una desarticulación capaz de desgastar el globalismo y el multilateralismo o culminar con el fin de la globalización? ; ¿constituiría la crisis sanitaria un elemento nuevo que fomentaría la normalización de los Estados de excepción? y el advenimiento de la pandemia del coronavirus representaría una amenaza para la democracia? La investigación tiene como hipótesis a explotar que la pandemia de COVID-19 redimensiona el escenario internacional en relación con el multilateralismo diseñado por la globalización y reconfigura el escenario interno en términos de papel del Estado ante las situaciones de crisis y perturbación social sanitaria, también pudiendo repercutir negativamente en la sociedad en circunstancias endógenas de desgaste democrático.O artigo visa a fornecer alguns elementos para a análise de aspectos político-jurídicos envolvidos na pandemia do COVID-19. Emprega-se o método dedutivo com pesquisa analítico-descritiva e emprego de ferramentas de pesquisa bibliográfica e de referências recentes colhidas em sítios eletrônicos. O objetivo consiste em se situar perante três pontos: multilateralismo e globalização, estado de exceção e crise democrática, com base em três aspectos analíticos que compõem o problema de pesquisa: a pandemia geraria uma desarticulação capaz de desgastar o globalismo e o multilateralismo ou até mesmo provocar o fim da globalização? A crise sanitária poderia constituir-se num elemento novo que promoveria a normalização dos Estados de Exceção? O advento da pandemia do coronavírus representaria uma ameaça para a democracia?
