COVID-19 PANDEMIC AND NEGATIONISM IN BRAZIL: : BIOETHICS, SCIENCE AND HUMAN RIGHTS

Resumo: The Covid-19 pandemic claimed the role of the State. In Brazil, the fight against Sars-CoV-2 is marked by conflicts between the authorities due to the rise of denialism within the scope of Palácio do Planalto. Thus, the contribution of the Presidency of the Republic to the affront of bioethics, the discredit of science and the violation of human rights is problematized. By contesting the technical recommendations to combat the new coronavirus, the Executive Power is conducting itself contrary to the attempt to defend the health of Brazilians, disregarding bioethical, scientific and humanitarian values. This hypothesis is confirmed at the end of the study. The text has the general objective of promoting a reflection on the pandemic context in Brazil, especially from the perspective of science, bioethics and human rights. In this sense, it is divided into two sections, which specifically aim to: a) analyze the role of the Presidency of the Republic in the face of denialism of the Covid-19 pandemic; and b) reflect the contribution of bioethics and human rights as guidelines for decision-making. The phenomenological-hermeneutic method, the qualitative approach, the exploratory technique and the bibliographic and documentary procedures constitute the methodology.

En Brasil, la lucha contra el Sars-CoV-2 está marcada por conflictos entre las autoridades debido al auge del negacionismo en el ámbito del Palácio do Planalto. Así, se problematiza el aporte de la Presidencia de la República a la afrenta de la bioética, el descrédito de la ciencia y la violación de los derechos humanos. Al impugnar las recomendaciones técnicas para combatir el nuevo coronavirus, el Poder Ejecutivo se está comportando de manera contraria al intento de defender la salud de los brasileños, desconociendo los valores bioéticos, científicos y humanitarios. Esta hipótesis se confirma al final del estudio. El texto tiene el objetivo general de promover una reflexión sobre el contexto de la pandemia en Brasil, especialmente desde la perspectiva de la ciencia, la bioética y los derechos humanos. En ese sentido, se divide en dos secciones, que tienen como objetivo específico: a) analizar el papel de la Presidencia de la República frente al negacionismo de la pandemia del Covid-19; yb) reflejar el aporte de la bioética y los derechos humanos como lineamientos para la toma de decisiones. El método fenomenológico-hermenéutico, el enfoque cualitativo, la técnica exploratoria y los procedimientos bibliográficos y documentales constituyen la metodología.A pandemia de Covid-19 reivindicou a atuação do Estado. No Brasil, o enfrentamento à Sars-CoV-2 encontra-se marcado de conflitos entre as autoridades devido à suscitação de negacionismo no âmbito do Palácio do Planalto. Problematiza-se, assim, a contribuição da Presidência da República à afronta da bioética, ao descrédito da ciência e à violação de direitos humanos. Ao contestar as recomendações técnicas de combate ao novo coronavírus, o Poder Executivo conduz-se contrariamente ao intento de defender a saúde dos brasileiros, desconsiderando os valores bioéticos, científicos e humanitários. Essa hipótese é corroborada ao fim do estudo. O texto tem como objetivo geral fomentar uma reflexão sobre o enfrentamento da pandemia no Brasil, especialmente na perspectiva da ciência, da bioética e dos direitos humanos. Nesse sentido, encontra-se dividido em duas seções, as quais objetivam especificamente: a) analisar a atuação da Presidência da República frente ao negacionismo da pandemia de Covid-19; e b) refletir a contribuição da bioética e dos direitos humanos como balizas à tomada de decisão.
