Institutional Care for Children and Adolescents: theoretical reflections and present challenges

Resumo: The present article aims to understand the institutionalized network in which children and young people are inserted, portraying their experiences. The theoretical framework used the legal principles of the Federal Constitution (1988) and the Statute of the Child and Adolescent (1990). The methodology employed in the study is characterized as qualitative, based on Minayo (1994) and bibliographic review according to Gil (2010), using descriptors such as shelter institution, children, and adolescents. The study included publications produced from 2021 to 2022, filtered through an analysis of titles and abstracts, resulting in 13 relevant files used in this study. Among the results, it can be affirmed that the authors develop approaches that assist in the practice of shelter and analyze how the disruptions of family ties affect the process of adaptation to institutionalized environments. It is concluded that the educational process should not be seen as a mere accessory in sheltering and should function as an enhancer of ensuring the rights of children and adolescents.

Para el referencial teórico se utilizaron los principios legales de la Constitución Federal (1988) y el Estatuto de la Niñez y la Adolescencia (1990). La metodología utilizada en el estudio es de carácter cualitativo basada en Minayo (1994) y revisión bibliográfica según Gil (2010), utilizando como descriptores: institución de acogida, niños y adolescentes. El estudio incluyó publicaciones producidas en el período de 2021 a 2022, filtradas a través de un análisis de títulos y resúmenes, resultando finalmente en 13 archivos relevantes utilizados en el presente estudio. Entre los resultados, podemos afirmar que los autores desarrollan enfoques que ayudan en la práctica de acogida y analizan cómo las rupturas de los lazos familiares afectan el proceso de adaptación a los ambientes institucionalizados. Se concluye que el proceso educativo no debe ser visto como coadyuvante en el acogimiento y debe funcionar como potenciador de la garantía del derecho de los niños y adolescentes.O presente artigo tem como objetivo entender como se constitui a rede institucionalizada em que crianças e jovens estão inseridos, retratando as suas vivências. Para o referencial teórico foram usados os princípios legais da Constituição Federal (1988) e o Estatuto da Criança e Adolescente (1990). A metodologia utilizada no estudo é caracterizada como qualitativa baseada em Minayo (1994) e de revisão bibliográfica de acordo com Gil (2010), utilizando como descritores: instituição de acolhimento, crianças e adolescentes. O estudo incluiu publicações produzidas no período de 2021 a 2022, filtrados através de uma análise dos títulos e resumos, por fim resultou em 13 arquivos relevantes utilizados no presente estudo. Entre os resultados, podemos afirmar, que os autores desenvolvem abordagens que auxiliam na prática de acolhimento e analisam como as rupturas dos laços familiares afetam o processo de adaptação aos ambientes institucionalizados.
