Resumo: This article presents the process of constructing conceptions and models for the evaluation of higher education in Brazil, having as a historical landmark the late 1970s, due to the realization of the first systematic evaluation of higher education, focused on all postgraduate courses in Brazil. From documentary and bibliographic sources, the study presented the main actions carried out from the construction of a public policy agenda for the evaluation of higher education to the creation of the National Education System for the Evaluation of Higher Education - Sinaes.Key-words: evaluation; college education; Brazil; Sinaes.
