Resumo: This paper has of reconstructing historically and critically Interamerican College of Education, convention/treaty OEA / MEC / UFSM starting from the context of Cold War and the determinations of the Politics of Integration of OEA as well as the politics of post graduation of Brazil. From these conditions, one looked for analyzing the development of the multinational project as well as investigating the reasons of its exaltation and execration which so many problems resulted in further periods. The analysis demonstrated that the exaltations were related to great, mediatic national and international projection of the involved community. However, the execrations were attributed to equivocated interpretations about the non credit of the course, since the process was not appreciated, but withdrew of CFE as a result of being a multinational project not subject to the legislation in effect. The non subordination to Brazilian rules created, however, an unusual situation, that is, the course was recognized as a result of a convention assigned by Brazil but not included in internal rules which provoked the non recognition of diplomas, causing new equivocal controversies and interpretations. The actual appreciation of the merit only occurred after the convention/treaty, when the course was included in the Brazilian legislation from 1978. Diplomas were valid four years after the end of the cooper.

Diplomas were valid four years after the end of the cooper.Este trabalho se propôs reconstruir histórica e criticamente a Faculdade Interamericana de Educação, Convênio OEA/MEC/UFSM a partir do contexto da Guerra Fria e das determinações da Política de Integração da OEA assim como da Política de Pós-Graduação do Brasil. A partir destes condicionantes procurou-se analisar o desenvolvimento do projeto multinacional, assim como investigar as razões de sua exaltação e execração que tantos problemas acarretaram aos períodos posteriores. A análise revelou que as exaltações estavam relacionadas a grande projeção política e midiática nacional e internacional do projeto, assim como a aprovação tanto administrativa quanto pedagógica pela comunidade envolvida. Por outro lado as execrações foram atribuídas a interpretações equivocadas a respeito do não credenciamento do curso, uma vez que o processo não foi apreciado, mas retirado do CFE em conseqüência de tratar-se de um projeto multinacional, não sujeito, portanto, a legislação em vigor. A não sujeição as normas brasileiras criou, entretanto, uma situação inusitada, isto é, o curso era reconhecido como resultante de um convênio assinado pelo Brasil mas não enquadrado nas normas internas o que provocou o não reconhecimento dos diplomas, causando novas controvérsias e interpretações equivocadas. A apreciação real do mérito só aconteceu após o convênio quando o curso foi enquadrado na legislação brasileira a partir de 1978.
