Accountability and the mosaic of the brazilian higher education evaluation policy

Resumo: This text proposes to analyze the mechanisms that constitute the National System of Evaluation of Higher Education - Sinaes -, its articulation with the notion of educational/technical accountability and the definition of quality adopted by this evaluation system. In the research process the qualitative approach was used. This is a bibliographical and documentary research. It was considered that the Sinaes uses several mechanisms to operationalize the evaluation, in which its centrality is based on the performance examination as the basis of the regulatory processes of the institutions of higher education, besides the use of indicators and classificatory, comparative and staggered parameters for the systematization of data for the constitution of rankings among institutions, but without precisely defining the quality being evaluated.Key-words: accountability; Sinaes; quality; higher education.

No processo de investigação utilizou-se a abordagem qualitativa. Trata-se de uma pesquisa de tipo bibliográfica e documental.
