Include, compare and compete: large-scale external assessment services and school inclusion

Resumo: | In the same school context, educational policies with different emphases coexist, such as the school inclusion policies for students with special education needs and the large-scale external assessment policies. In this paper, drawing on data about the use of private service packages involving large-scale external assessment for municipal education systems in the state of Santa Catarina and its relationship with propositions of inclusive education, we present partial results of two inquiries and give attention to the use of these resources as a mechanism for the translation of the education assessment policies and their implications for the construction of an inclusive education. The data presented here were collected from different sources of information, such as: local media articles, legal documents for contracting these services, and direct contact with municipal administrations to identify the existence of these services in the town. The paradox created between proposals that choose competition and comparison as key elements to the detriment of the necessary recognition of differences between subjects is one of the focuses of reflection presented in the text and are brought about to discuss the implications of these services in municipal public education. |

En este trabajo, a partir de los datos sobre la utilización de paquetes de servicios privados que involucran evaluación externa a gran escala para los sistemas de educación municipal en el estado de Santa Catarina y su relación con proposiciones de educación inclusiva, presentamos los resultados parciales de dos investigaciones y damos atención a la utilización de estos recursos como mecanismo de traducción de las políticas de evaluación de la educación y sus consecuencias para la construcción de una educación inclusiva. Los datos aquí presentados se recogieran en diferentes fuentes de información, como: materias de los medios de comunicación locales, documentos legales de contratación de esos servicios y también contacto directo con las alcaldías para identificar la existencia de esos servicios en el municipio. La paradoja que se creó entre propuestas que eligen la competición y la comparación como elementos clave en detrimento del necesario reconocimiento de las diferencias entre sujetos es uno de los focos de reflexión presentados en el texto y se ponen en escena para discutir las implicaciones de estos servicios en la educación pública municipal.Em um mesmo contexto escolar coexistem políticas educacionais com diferentes ênfases, como é o caso das políticas de inclusão escolar dos alunos público-alvo da educação especial e as políticas de avaliação externa em larga escala. Nesse trabalho, ao explorarmos dados sobre a utilização de pacotes de serviços privados que envolvem avaliação externa em larga escala para os sistemas de educação municipal no estado de Santa Catarina e sua relação com proposições de educação inclusiva, apresentamos os resultados parciais de duas investigações e damos atenção à utilização desses recursos como mecanismo de tradução das políticas de avaliação da educação e suas implicações para a construção de uma educação inclusiva. Os dados aqui apresentados foram coletados a partir de diferentes fontes de informação como: matérias da mídia local, documentos legais de contratação desses serviços e também contato direto com as prefeituras para identificar a existência desses serviços no município. O paradoxo criado entre propostas que elegem a competição e a comparação como elementos-chave em detrimento do necessário reconhecimento das diferenças entre sujeitos, é um dos focos de reflexão apresentados no texto e são postos em cena para discutir as implicações desses serviços na educação pública municipal.
