Resumo: | The article aims to analyze the subjective dimension involved in the drafting, dissemination, suspension, revocation of Decree nº 10.502/2020, the new National Policy on Special Education: equitable, inclusive and lifelong learning. The analysis is based on the Theory of Subjectivity, with an emphasis on the category of social subjectivity, considering its heuristic value to understand social processes in their subjective dimension configured within the scope of the actions of individuals, groups and institutions. The study is guided by a constructive-interpretative process of information and documentary records identified in the process of preparing and disseminating the document, its suspension by the Federal Supreme Court, its revocation in 2023 and the current attempts to resume it in the National Congress. These are political, legal and socio-relational acts traversed by power relations, values, beliefs, interests that express the social subjectivity of groups and institutions participating in disputes regarding the inclusive perspective of Special Education, in the context of the regressive agenda underway in Brazil. |

El análisis se fundamenta en la Teoría de la Subjetividad, con énfasis en la categoría de subjetividad social, considerando su valor heurístico para comprender los procesos sociales en su dimensión subjetiva configurada en el ámbito de las acciones de individuos, grupos e instituciones. El estudio se guía por un proceso constructivo-interpretativo de las informaciones y registros documentales identificados en el proceso de elaboración y difusión del documento, su suspensión por el Supremo Tribunal Federal, su revocación en 2023 y los intentos actuales de retomarlo en el Congreso Nacional. Se trata de actos políticos, jurídicos y sociorelacionales atravesados por relaciones de poder, valores, creencias, intereses que expresan la subjetividad social de grupos e instituciones que participan en disputas relativas a la perspectiva inclusiva de la Educación Especial, en el contexto de la agenda regresiva en curso en Brasil.O artigo objetiva analisar a dimensão subjetiva implicada na elaboração, divulgação, suspensão, revogação do Decreto nº 10.502/2020, nova Política Nacional de Educação Especial: equitativa, inclusiva e aprendizagem ao longo da vida. A análise fundamenta-se na Teoria da Subjetividade, com ênfase na categoria subjetividade social, considerando seu valor heurístico para compreender os processos sociais na sua dimensão subjetiva configurada no âmbito da atuação de indivíduos, grupos e instituições. O estudo está orientado por um processo construtivo-interpretativo das informações e dos registros documentais identificados no processo de elaboração e divulgação do documento, da suspensão pelo Supremo Tribunal Federal, da revogação em 2023 e das tentativas atuais de retomada no Congresso Nacional.
