Accessibility on the agenda of social and educational inclusion

Resumo: | The present paper aims at unveiling the route of the proposed legal accessibility, seeking to develop a reflection inside the devices that support the process of social inclusion and education. Thus, studies in the area were used, also making reference to policies oriented for accessibility. So the research does not aspire to the exhaustion of the subject, but rather, it provides clues to a discussion of both to include accessibility in the scope of Special Education. There is a rescue on the law of accessibility including the Law No. 7405 of November 12, 1985, Law No. 10,048 of November 8, 2000, Law No. 10,098 of December 19, 2000 and Decree No. 5296 of 2 December 2004. Moreover, the ideas are on discussion according the current proposal of inclusive education, which refers to the access of everyone into the educational environment. Note that there are consistent policies regarding accessibility, however, in regard to the school environment, the barriers are not restricted only to the architectural features, or communications infrastructure. It has to agree, too, curricular and attitudinal adaptations as well as an assessment about the training. |

O presente estudo objetiva desvelar o percurso legal das propostas de acessibilidade, buscando realizar uma reflexão dentro dos dispositivos que fundamentam o processo da Inclusão social e educacional. Desta forma, utilizou-se de estudos na área, fazendo referencia também às políticas direcionadas para a acessibilidade. Assim, este texto não almeja o esgotamento da temática, mas sim, apresentar pistas para uma discussão acerca do binômio acessibilidade-inclusão no olhar da Educação Especial. Há um resgate sobre a legislação da acessibilidade compreendendo a Lei nº 7.405 de 12 de novembro de 1985, a Lei nº 10.048 de 8 de novembro de 2000, a Lei nº 10.098 de 19 de dezembro de 2000 e o Decreto nº 5.296 de 2 de dezembro de 2004. Além disso, perpassa na discussão as idéias da atual proposta da educação inclusiva, que faz referência ao acesso de todos ao ambiente educacional. Nota-se que existem políticas consistentes quanto à acessibilidade, no entanto, no que tange ao universo escolar, as barreiras não estão restritas somente aos aspectos arquitetônicos, de comunicação ou de infra-estrutura. É preciso que se estabeleçam, também, adaptações curriculares e atitudinais, bem como um olhar acerca da formação profissional. Palavras-chave: Acessibilidade. Inclusão.
