A governança acadêmica e o uso de tecnologias em rede para a gestão educacional administrativa: o contexto da UFSM em foco

Resumo: This thesis was developed in the Professional Science Master’s Degree in Online Educational Technologies of Federal University of Santa Maria (Universidade Federal de Santa Maria - UFSM) under the study line Management of Online Educational Technologies, in the Concentration Area of Online Educational Technologies for Innovation and Democratization of Education, focused on governance and the use of online technologies at UFSM for administrative management, through the actions of Pró-Reitoria de Graduação and Departamento de Registro e Controle Acadêmico - DERCA. Under this perspective, the general objective was to present possibilities for the enhancement of academic governance considering the UFSM administrative academic context, being fomented by the use of online technological tools. In the theoretical reference, there are Castells (2003; 2016), Wellmann (2005), Kenski (2013), Certo (2005), among others. The present study is characterized as an action research and it was developed in two major stages. In the first one, there is the theoretical study on academic governance and online technologies in society. In the second stage, there had been studied technological tools able to enhance governance actions at UFSM, such as Curso de Capacitação em Planejamento Acadêmico course, through Moodle platform, and the Facebook closed group named DERCA/UFSM e Coordenações/Secretarias de Curso. From the analysis of the first edition of the CAPA Course referring to DERCA module and the feedback from the cursors, It was concluded that CAPA is a good tool for improving planning skills among UFSM community. In addition, from the analysis of Facebook posts and interaction in the closed group, it was concluded that it is a good direct tool for internal communication. In this sense, the result of this research is centered on the idea that the combination of different technological tools is able to potentiate governance actions at UFSM, consequently, as a product from this research, it was organized a management plan to improve academic governance actions involving DERCA.

Nesta perspectiva, o objetivo geral foi apresentar possibilidades para a potencialização da governança acadêmica voltada para o contexto acadêmico administrativo da UFSM, sendo fomentada pelo uso de ambientes tecnológicos em rede. No referencial teórico, encontram-se Castells (2003; 2016), Wellmann (2005), Kenski (2013), Certo (2005), entre outros. O presente estudo caracteriza-se como uma pesquisa-ação e é desenvolvido em duas grandes etapas. Na primeira, encontra-se o estudo teórico sobre governança acadêmica e tecnologias em rede na sociedade. Na segunda etapa, são estudados ambientes tecnológicos que possibilitam ações de governança na UFSM, a exemplo do Curso de Capacitação em Planejamento Acadêmico - CAPA, por meio da plataforma Moodle, e do grupo fechado no Facebook intitulado “DERCA/UFSM e Coordenações/Secretarias de Curso”. A partir da análise da primeira edição do Curso CAPA, referente ao módulo do DERCA e do feedback dos cursistas, foi concluído que Curso CAPA atende aos seus objetivos de capacitação da comunidade interna da UFSM. Além disso, a partir da análise das postagens e interação no grupo fechado do Facebook, foi concluído que ele é uma ferramenta eficaz para a comunicação interna. Nesse sentido, a conclusão global da pesquisa centra-se na ideia de que a combinação do uso dessas diferentes ferramentas tecnológicas é capaz de potencializar as ações de governança acadêmica na UFSM.
