The social problem of dwelling in Brazil goes far beyond the absence of housing since many have their homes, but many of them are unregistered or are affected by some informality, they do not actually exercise the dignity of their property, as it deserves. Approximately half of the population is in the informality, consisting mostly of low- income population. The proposed theme exposes the possibility to identify the importance of the elaboration and execution of projects within the current normative, accompanied by qualified professionals ensuring the safety and valorization of buildings. This work aims to map the land regularization process of urban property. For this, it carried out a literature review on the history of urbanization in Brazil, housing as a right for all, Public Politics for urbanization in the country and Rural and Urban Land Regularization. A study of the municipal urban situation and a practical case of urban land regularization, both in the municipality of Santa Maia - RS, is presented, presenting a flowchart of the standard process of property adequacy and regularization. So it is possible prove that through the implementation of a methodology that structures the process, we can get a better result, as the procedure becomes optimized and the more efficient, the faster we achieve results, facilitating the daily life and development of the population.
