Gestão universitária numa concepção democrático-participativa: o caso da UFSM

Resumo: Despite of extensive bibliography in the field of the democratic-participation management in educational institutions, there are still very few researches that have analyzed how this kind of management occurs in the everyday life of higher education institutions in Brazil. Therefore, it was realized the need to relate this bibliography to a research that considers what actually happens in Brazilian public universities. This study aims to contribute to the creation of more legitimate participation opportunities for the technical-management servers in Education (TAE) to be able to cooperate in decision-making and problem-solving processes. It is believed that through participation management, the work in the universities might become more qualified, once the people will feel more motivated, esteemed and committed to the work. Thus, a field research was carried out, in order to understand which concepts that the TAE of the Teaching Centers of UFSM and the University of Rio Grande do Sul (RS) have about democratic-participation management and if this kind of management is present in these Teaching Centers. For the data collection, it was used a questionnaire composed of 21 multiple choice questions that was handed out to 237 technicalmanagement servers in Education (TAE) working in Teaching Centers of UFSM. Based on the theoretical reference built from the bibliographic research, an analysis of the results was made and concluded that: there is consistent dissatisfaction among the TAEs regarding the representation of their category in the university forums; despite of a significant number of TAEs consider the management of their work environment to be participating, and that they have autonomy to act proactively, there is a lot to be done, because in terms of the participation of the management of the Teaching Centers, the frequency to group meetings to solve specific problems of the Center, the participation in the discussions concerning the political processes of the UFSM, the TAEs are not very pleased; despite most of them feel satisfied with their participation in the work environment, what gives them the opportunity to be proactive, creative, innovative and to develop their potential, and also despite of the fact that they evaluate positively their work relations in their departments, a significant portion of them claims that only sometimes there is an initiative to create motivational environments that help them to have a bigger participation in the decision making processes.

Por isto sentiu-se a necessidade de relacionar esta literatura com uma pesquisa que considere o que efetivamente acontece no ambiente das universidades públicas brasileiras. É de interesse, com esse estudo, contribuir para construção de espaços de participação mais legítimos para os servidores técnico-administrativos em educação (TAE), nos processos de tomada de decisão e solução de problemas. Acredita-se que a partir de uma gestão participativa, o trabalho desenvolvido nas universidades poderá ser mais qualificado, pois as pessoas sentir-se-ão mais motivadas, valorizadas e comprometidas com o trabalho. Para tanto, fez-se uma pesquisa de campo, para compreender quais as concepções que os TAE, dos Centros de Ensino da Universidade Federal de Santa Maria (UFSM), do estado do Rio Grande do Sul (RS), têm sobre gestão democrático-participativa e se esta forma de gestão encontra-se presente nestes Centros de Ensino. Para a coleta de dados utilizou-se um questionário com 21 (vinte e uma) perguntas fechadas, distribuído a uma amostra de 237 (duzentos e trinta e sete) técnico-administrativos em educação, lotados nos Centros de Ensino da UFSM.
