A influência do modelo de financiamento na autonomia das universidades federais brasileiras

Resumo: | The most significant phase of vacancies in Brazilian federal public education system was promoted at the beginning of the 21st century by the Program to Support Restructuring and Expansion Plans of Federal Universities - Reuni. This process of expansion has considerably altered the reality of federal universities, with the consequent increase in the demand for resources for the maintenance of enlarged and created structures. It is argued that university expansion has raised the demand for resources and the autonomy of institutions is impacted by this scenario due to the dependence of the national treasury. Thus there is an interconnection between autonomy and financing. In this sense, this thesis aims to identify how the issues of autonomy and financing are present in the institutional planning of federal universities. The bibliographical review presents concepts about university autonomy and financing models of higher education, as well as contextualizations about the reality of Brazilian federal universities. The methodological definitions used classify this study as exploratory, using a qualitative approach, the case study method and the content analysis technique. The case study covered twenty universities selected using pre-established criteria and the content analysis technique was applied through the software NVivo, version 12.4, with the mapping and analysis of the Institutional Development Plan of the respective selected universities. The results show that in general the institutional planning of federal universities is in line with the literature. The evidence presented demonstrates the existence of limitations regarding the management of the academic career, the understanding of the federal universities regarding governmental dependence and insufficient resources for the development of research activities, with the consequent confirmation of the erosion of the financing model by the OCC Matrix and the investment resource trading arena. Thus, although funding is an important factor for the development of federal universities, it is necessary to broaden the debate in the federal higher education system regarding resource autonomy, as well as to suggest new financing alternatives capable of giving federal universities a greater degree of stability in face of the country's political and economic changes. |

Tal processo de expansão alterou consideravelmente a realidade das universidades federais, com a consequente elevação da demanda de recursos para a manutenção das estruturas ampliadas e criadas. Argumenta-se que a expansão universitária elevou a demanda por recursos e a autonomia das instituições é impactada frente a esse cenário devido à dependência do tesouro nacional. Têm-se assim uma interconexão entre autonomia e financiamento. Nesse sentido, este trabalho tem como objetivo identificar como os temas autonomia e financiamento estão presentes no planejamento institucional das universidades federais. Por intermédio de uma revisão bibliográfica são apresentadas conceituações sobre a autonomia universitária e os modelos de financiamento do ensino superior, além de contextualizações sobre o caso das universidades federais brasileiras. As definições metodológicas utilizadas classificam este estudo como exploratório, classificado quanto ao enfoque como qualitativo, com a utilização do método de estudo de caso e da técnica de análise de conteúdo. O estudo de caso abrangeu vinte unidades de análise selecionadas mediante critérios pré-estabelecidos e a técnica de análise de conteúdo foi aplicada por intermédio do software NVivo, versão 12.4, com o mapeamento e análise do Plano de Desenvolvimento Institucional das respectivas unidades selecionadas. Os resultados demonstram que, em geral, o planejamento institucional das universidades federais está em consonância com a literatura sobre o tema. As evidências apresentadas demonstram a existência de limitações quanto à política de gestão da carreira docente, a compreensão das universidades federais no tocante à dependência governamental e insuficiência de recursos para o desenvolvimento de atividades de pesquisa, com a consequente constatação do desgaste do modelo de financiamento pela Matriz OCC e do “balcão” de negociações de recursos de investimento.
