Resumo: ABSTRACT. The article analyzed the experience of rural associations in Quixeramobim, Ceará, financed by the São José Project (PSJ). The PSJ's mission is to fight rural poverty and improve the living conditions of the poorest populations by supporting subprojects for small rural producers organized in community associations. It was observed how the participatory strategies of social actors are implemented and negotiated in the different stages of the project – formulation, implementation and evaluation. The research was based on the case study carried out in the city of Quixeramobim, Ceará. Thus, a representative sample of four community associations in the locality was chosen: two with a level of community participation considered successful and another two with an unsatisfactory level of participation. For these reasons, the study questioned the sustainability and participation of the face-to-face and/or passive type. In addition, the experience revealed a certain top-down control, so that community demands were/are not always considered and respected when approved in the social base itself. That said, it is possible to say that the process of paternalism and political patronage in the release of community demands has not ceased.

La misión del PSJ es combatir la pobreza rural y mejorar las condiciones de vida de las poblaciones más pobres mediante el apoyo a subproyectos para pequeños productores rurales organizados en asociaciones comunitarias. Se observó cómo las estrategias participativas de los actores sociales se implementan y negocian en las diferentes etapas del proyecto - formulación, implementación y evaluación. La investigación se basó en el estudio de caso realizado en la ciudad de Quixeramobim, Ceará. Así, se eligió una muestra representativa de cuatro asociaciones comunitarias de la localidad: dos con un nivel de participación comunitaria considerado exitoso y otras dos con un nivel de participación insatisfactorio. Por estos motivos, el estudio cuestionó la sostenibilidad y participación del tipo presencial y / o pasivo. Además, la experiencia reveló un cierto control de arriba hacia abajo, por lo que las demandas de la comunidad fueron / no siempre consideradas y respetadas cuando fueron aprobadas en la propia base social. Dicho esto, se puede decir que no ha cesado el proceso de paternalismo y clientelismo político en la liberación de demandas comunitarias.ABSTRACT. O PSJ tem como missão combater a pobreza rural e melhorar as condições de vida das populações mais carentes apoiando subprojetos para pequenos produtores rurais organizados em associações comunitárias. Observou-se como são implementadas e negociadas as estratégias participativas dos atores sociais nas diferentes etapas do projeto – formulação, implementação e avaliação. A pesquisa pautou-se pelo estudo de caso realizado no município de Quixeramobim, Ceará. Assim, escolheu-se uma amostra representativa de quatro associações comunitárias na localidade: duas com nível de participação comunitária considerada exitosa e outras duas com grau de participação insatisfatório. Pelo exposto, o estudo questionou a sustentabilidade e a participação do tipo presencial e/ou passiva. Além disso, a experiência revelou certo controle de cima para baixo, de modo que as demandas comunitárias nem sempre eram/são consideradas e respeitadas quando aprovadas na própria base social. Dito isso, é possível dizer que o processo de paternalismo e clientelismo político na liberação das demandas comunitárias não cessaram.
