Resumo: This article discusses how the processes of construction of large development projects occurred, analyzing as a case study the implementation of three hydroelectric plants in the Tocantins River, focusing on the experience of the parties involved, and whether this is used as a differential in the negotiation phase with people impacted. The information originated through documental analysis and semi-structured interviews with the actors involved. The work pointed to unequal opportunities and experiences in the negotiation process, because on the one hand entrepreneurs, with financial and technical support, negotiate with inexperienced people, without information and with limited time for learning.   KEYWORDS: Experience; time; hydroelectric; negotiation.
