THE PROMOTION OF TRANSPARENCY AND ACCESS TO INFORMATION AND PUBLIC DATA ON THE INTERNET: a study in the State of Tocantins

Resumo: Building a more just, free and supportive society depends on the effective cooperation and participation of citizens. This research aimed to analyze the effective use of the Internet as a mechanism to promote transparency and access to Public Information and Data, by the population of Tocantins, specifically through the Transparency Portals of the municipalities. For the sample, the largest 25 municipalities in the state of Tocantins were chosen and the public accounts (on the Internet) of these municipalities were analyzed through navigation guided by a structure of 32 aspects of analysis according to the principles of communication theory and the Brazilian Government Accessibility Manual (applicable to navigation on public management sites in Brazil).   KEYWORDS: Transparency Portal; Tocantins; Internet, public accounts.
