INTERNATIONAL POLITICAL COMMUNICATION IN UNCERTAIN TIMES: Dilma Rousseff's impeachment in Brazilian speeches at the United Nations

Resumo: Diplomatic addresses can be understood as a political act par excellence in international political communication. Assuming this as a presupposition, the article presents Brazil´s positioning regarding the former president Dilma Rousseff (PT), in the UN General Assembly between 2014 and 2017. A Content Analysis was the methodology carried out to verify the following hypotheses: (H1) Rousseff structured her speeches as a means to garner support from the international community, and (H2) Temer approached the process of impeachment as something natural to the democratic game. The results refuted the first and confirmed the second hypothesis.

The results refuted the first and confirmed the second hypothesis.Los discursos diplomáticos se configuran una de las manifestaciones políticas por excelencia en la comunicación política internacional. El artículo presenta el posicionamiento de Brasil en la Asamblea General de la ONU entre 2014 y 2017 en lo que se refiere al impeachment de la ex presidenta, Dilma Rousseff (PT). Como metodología, optamos por la realización de un Análisis de Contenido (AC) para checar las hipótesis: (H1) Rousseff hizo los discursos como estratégia para recaudar apoyo de la comunidad internacional; y (H2) Michel Temer (MDB) se ha referido al proceso de impeachment como natural al juego democrático. Los resultados refutaron la primera hipótesis y confirmaron la segunda.Os discursos diplomáticos se configuram uma das manifestações políticas por excelência na comunicação política internacional. Tendo isso como pressuposto, o artigo apresenta o posicionamento do Brasil na Assembleia Geral da ONU entre 2014 e 2017 no que tange ao impeachment da ex-presidente, Dilma Rousseff (PT). Como metodologia, optamos pela realização de Análise de Conteúdo (AC) para verificar as hipóteses: (H1) Rousseff estruturou os discursos como plataforma para angariar apoio da comunidade internacional; e (H2) Michel Temer (MDB) abordou o processo de impeachment como natural ao jogo democrático.
