Family farming, extension action and public policy: advances, challenges and lessons for the promotion of rural development in the Jequitinhonha Valley, MG

Resumo: A number of actions and public policies aiming to combat poverty and social inequality have been implemented in the Jequitinhonha Valley, in the Brazilian state of Minas Gerais (MG), over the past decades. Given the importance of these instruments for the social reproduction of historically and geographically marginalized groups, this article reviews the advances achieved and the challenges faced in promoting and maintaining family farming in this region. To this end, in addition to consulting official documents on public policies implemented and the role of extension action in this process, interviews were conducted with rural extensionists and family farmers benefiting from these policies. Based on the assessments carried out, we concluded that, despite the benefits generated at the economic, social and political level, a number of issues still persist, preventing the establishment of a more solidary, autonomous and sustainable rural development model in the region. In fact, there is urgency regarding the reconstruction, restructuring and rearticulating of the instruments and strategies for addressing these issues in order to strengthen the social, economic and political dynamism of the territories and to establish spaces of contiguity where horizontal cohesion is placed at the service of society as a whole.

Étant donné l’importance de ces instruments pour la reproduction sociale de groupes historiquement et géographiquement marginalisés, on a cherché à analyser, dans cet article les progrès réalisés et les difficultés rencontrées pour le développement et le maintien de l’agriculture familiale dans cette région. Pour cela, en plus de la consultation de documents officiels sur les politiques publiques mises en œuvre et sur le rôle de l'action de vulgarisation dans ce processus, des entretiens ont été menés avec des vulgarisateurs ruraux et avec des agriculteurs familiaux bénéficiaires de ces politiques. À partir des analyses réalisées, nous concluons que, malgré les bénéfices engendrés en termes économiques, sociaux et politiques, plusieurs questions persistent et empêchent l’institution d'un modèle de développement rural plus solidaire, autonome et durable dans la région. En effet, il est urgent de reconstruire, de restructurer et de réarticuler les instruments et les stratégies permettant de faire face à ces problèmes afin de renforcer le dynamisme social, économique et politique des territoires et de créer des espaces de contiguïté où la cohésion horizontale est mise au service de l’ensemble de la société.Várias ações e políticas públicas de combate à pobreza e a desigualdade social foram implementadas no Vale do Jequitinhonha-MG no decorrer das últimas décadas. Tendo em vista a importância destes instrumentos para a reprodução social de grupos histórica e geograficamente marginalizados, buscou-se analisar, neste artigo, os avanços alcançados e os desafios enfrentados para o fomento e manutenção da agricultura familiar nesta região. Para tanto, além da consulta a documentos oficiais sobre as políticas públicas implementadas e sobre o papel da ação extensionista neste processo, foram realizadas entrevistas com extensionistas rurais e com agricultores familiares beneficiários destas políticas. A partir das análises realizadas, concluímos que, não obstante os benefícios gerados em termos econômicos, sociais e políticos, diversas questões ainda persistem e impedem a instituição de um modelo de desenvolvimento rural mais solidário, autônomo e sustentável na região.
