The need for language policy inclusive for multilingualism in Mozambique

Resumo: In societies with freedom, the human ability to use the different ways of their mother language as different strategies for interaction is an unquestionable given. However, in other types of society, such as Mozambique, this right is limited only to some groups (dominant) and sealed to another group (dominated) (NGUNGA, 2009). This paper aims to describe the route of language policies and planning in Mozambique in the periods before and after independence, demonstrating the importance of inclusive language policies that respect the mother language and cultures of the population. To materialize this objective, we used a research of bibliographic review, in printed and digital documents which discuss about the concepts of policies and language planning and its importance in the education of a particular country. We conclude in this paper that for an inclusive language policy it is necessary to value the mother language and the culture of the society in study, either Portuguese or Bantu languages beginning with the fundamental documents of the country as for example, the Constitution of the Republic, defining laws with a language policy that values both languages spoken by the minority, as those spoken by the majority in one country.

Todavia, em outros tipos de sociedade, como Moçambique, esse direito é limitado a apenas algum grupo (dominante) e vedado a outro/s grupo/s (dominado/s) (NGUNGA, 2009). O presente artigo tem como objetivo descrever o percurso das políticas e planificação linguísticas, vigentes em Moçambique nos períodos antes e pós-independência, demonstrando a importância de se traçarem políticas linguísticas inclusivas que respeitem as línguas maternas e as culturas da população. Para materializar este trabalho e atingir o objetivo mencionado, realizamos pesquisa de revisão bibliográfica, em documentos impressos e digitais que se debruçam sobre os conceitos de políticas e planificação linguística e sua importância na educação de um determinado país.
