“Conta pra Mim” Program: the proposal of “literary education” in the National Literacy Policy (PNA)

Resumo: | This article aims to perform a textual analysis of the program entitled “Conta pra Mim” and discuss its proposal for children’s literature. This is a bibliographic and documentary research related to the aforementioned initiative, which seeks to identify the theoretical assumptions and conceptions of children's literature that guide the proposal. The program was launched by the Ministry of Education (MEC) of Brazil in 2020, as one of the actions of the National Literacy Policy (PNA, in Portuguese abbreviation) to disseminate the concepts and practices of family literacy, understood in the PNA as a set of knowledge and skills related to reading and writing. The analyzes allow to infer that this program, under the PNA’s anti-democratic and ultra-conservative character, presents a setback for children’s literature, by disregarding researches in the area, by depreciating the social function of the school and transferring “literary education” to the family. |

Il s'agit d'une recherche bibliographique et documentaire qui analyse le Programme « Conta Pra Mim » et cherche à identifier les bases théoriques et les conceptions de la littérature pour enfants qui guident cette proposition. Ce Programme a été lancé par le Ministère de l'Éducation du Brésil en 2020 comme l'une des actions de la Politique Nationale d'Alphabétisation (PNA - Política Nacional de Alfabetização) pour diffuser les concepts et les pratiques de la Littératie Familiale, comprise dans la PNA comme un ensemble de connaissances et de compétences liées à la lecture et à l'écriture. Les analyses nous permettent de déduire que le Programme « Conta Pra Mim », dans le sillage de la nature antidémocratique et ultraconservatrice du PNA, représente un retour en arrière pour la littérature pour enfants en méconnaissant les recherches et les études dans le domaine, en dévaluant la fonction sociale de l'école et en transférant « l'éducation littéraire » à la famille.Este artigo tem como objetivo realizar uma análise textual do programa intitulado “Conta pra Mim” e problematizar sua proposta para a literatura infantil. Trata-se de uma pesquisa de cunho bibliográfico e documental relacionada à referida iniciativa, em que busca identificar os pressupostos teóricos e as concepções de literatura infantil que norteiam a proposta. O programa foi lançado pelo Ministério da Educação (MEC) em 2020, como uma das ações da Política Nacional de Alfabetização (PNA) para difundir os conceitos e as práticas de literacia familiar, compreendida na PNA como um conjunto de conhecimentos e habilidades referentes à leitura e escrita.
