Distance education in Brazil: regulation as a fallacy of democratization and access to quality higher education

Resumo: This study aims to present the evolution of Distance Education (DE) and its legal guidelines in Brazil. Bibliographic research and documentary analysis were used to show this evolution. DE public policies and their expansion in Brazil were greatly influenced by the guidelines of international organizations, the evolution of the internet, the change in the process of capitalism accumulation, the acceleration of globalization and the transition from the social welfare state to neoliberalism. We concluded that the regulation of distance education in the country was disguised as the democratization promotion fallacy and access to quality Higher Education, while it has become more flexible over time, promoting an appropriate environment for educational businesses by means of the mercantilization and internationalization of education.

Des recherches bibliographiques et des analyses documentaires ont été utilisées pour montrer cette évolution.Les politiques publiques de DE et leur expansion dans le pays ont été fortement influencées par les directives d'organisations internationales, l'évolution Internet,, le changement dans le processus d'accumulation capitaliste, l'accélération de la mondialisation et la transition de l'État providence au néolibéralisme. Il a été conclu que la réglementation de l'enseignement à distance dans le pays était déguisée en erreur de promouvoir la démocratisation et l'accès à un enseignement supérieur de qualité, tandis qu'il est devenu plus flexible au fil du temps, favorisant un environnement propice aux entreprises éducatives grâce à la marchandisation et à l'internationalisation de l'éducation.Este trabalho tem como objetivo apresentar a evolução da Educação a Distância (EaD) e de suas diretrizes legais no Brasil. Utilizou-se pesquisa bibliográfica e análise documental para evidenciar tal evolução. As políticas públicas de EaD e sua expansão no país foram influenciadas sobremaneira pelas orientações de organismos internacionais, a evolução da Internet, a mudança no processo de acumulação capitalista, a aceleração da globalização e a transição do estado de bem-estar social para o neoliberalismo.
