Resumo: | This study aims to present the evolution of Distance Education (DE) and its legal guidelines in Brazil. Bibliographic research and documentary analysis were used to show this evolution. DE public policies and their expansion in Brazil were greatly influenced by the guidelines of international organizations, the evolution of the internet, the change in the process of capitalism accumulation, the acceleration of globalization and the transition from the social welfare state to neoliberalism. We concluded that the regulation of distance education in the country was disguised as the democratization promotion fallacy and access to quality Higher Education, while it has become more flexible over time, promoting an appropriate environment for educational businesses by means of the mercantilization and internationalization of education. |
