The relations between imagination and planning in the collective creation processes of Public Policies in Education

Resumo: This article proposes an articulation between bibliographies referring to themes about Planning in Public Policies for Education and Human Development from a Historical-Cultural Theory perspective, especially the dimension of imagination and creation. For this, we relate the concepts of work, creative activity, imaginary production and planning, highlighting the approximations of these concepts and their relevance for the concept of Public Policies in Education that are focused on the collective. We believe the unsuitability causes the subjects to mobilize creative powers and that planning is related to this process, since it presupposes designs of the future that, if it’s critical, can articulate collectives and contribute with the transformation of reality and human emancipation.

Pour cela, nous relions les concepts de travail, d'activité créative, de production imaginaire et de planification, en mettant en évidence les approximations de ces concepts et leur pertinence pour l'élaboration de Politiques Publiques en Éducation qui se concentrent sur le collectif. Nous pensons que l'inadaptation amène les sujets à mobiliser des pouvoirs créatifs et que la planification est liée à ce processus, car elle présuppose des conceptions futures qui, si elles sont critiques, peuvent articuler des collectifs et contribuer à la transformation de la réalité et à l'émancipation humaine.O presente artigo propõe realizar uma articulação entre bibliografias referentes às temáticas acerca do Planejamento em Políticas Públicas de Educação e o Desenvolvimento Humano a partir da Teoria Histórico-Cultural, sobretudo a dimensão da imaginação e criação. Para isso, relacionamos os conceitos de trabalho, atividade criadora, produção imaginária e planejamento, destacando as aproximações desses conceitos e a relevância deles para a elaboração de Políticas Públicas em Educação que tenham como foco o coletivo.
