Valorization of the teaching profession and full-time education in the municipal public school system of Rio de Janeiro: what do the normative documents say?

Resumo: This paper aims at discussing the valorization of the teaching profession of basic education and its articulation with goal six of the National Education Plan. This is part of a broder project whose objective was to analyze the perspectives and challenges present in the municipal education and career plans of the public school system in the state of Rio de Janeiro. The analyses of the plans of the state capital indicate the need to monitor the goals and strategies concerning out-of-class time for training, planning and organization of the teaching work, as well as the full day that favors pedagogical practice. In addition, it was noted that there was an absence of a training project based on the goal of an emancipatory integral education.

In addition, it was noted that there was an absence of a training project based on the goal of an emancipatory integral education.En este artículo se discute la valoración del profesorado de la educación básica y su articulación con la meta seis del Plan Nacional de Educación.  Se trata de un recorte de un proyecto más amplio, cuyo objetivo fue analizar las perspectivas y los desafíos presentes en los planes municipales de educación y de carrera de las redes públicas de enseñanza del estado do Rio de Janeiro. Los análisis de los planes de la capital fluminense indican la necesidad de monitoreo de las metas y estrategias en cuanto al tiempo extraclase destinado a la formación, planeamiento y organización del trabajo docente, así como la jornada laboral en régimen integral que favorezca a la praxis pedagógica. Además, se constató la ausencia de un proyecto formativo fundamentado para actuar en la educación en tiempo integral con el objetivo de uma educación integral emancipatoria.Neste artigo discute-se a valorização do magistério da educação básica e sua articulação com a meta seis do Plano Nacional de Educação. Trata-se de um recorte de projeto mais amplo, cujo objetivo foi analisar as perspectivas e desafios presentes nos planos municipais de educação e de carreira das redes públicas de ensino do estado do Rio de Janeiro. As análises dos planos da capital fluminense indicam a necessidade de monitoramento das metas e estratégias quanto ao tempo extraclasse destinado à formação, planejamento e organização do trabalho docente, assim como jornada em regime integral que favoreça a práxis pedagógica.
