Black racial identity in the context of the production of the Municipal Education Plan of Diamantina/MG

Resumo: | This article aims to discuss how the theme of black racial identity was appropriated in the process of elaborating the Municipal Education Plan of Diamantina/MG (2015-2025). We listen to the collaborators on: understanding the Plan of the elaboration of this policy; the identification of the voices that integrate the process; the participation of the black movement; the approach of the theme of black racial identity. From the above, the scene of elaboration of the PME in Diamantina/MG, was configured as a political field marked by debates about identities, but not all voices had expression to define the nuances of Law No. 3.880/2015, that approves the referred Plan. In this field of disputes, the black racial identity drawn in the process of weaving the Plan is a consequence of the colonial view, since the black population, present in the educational context of Diamantinense, is not yet considered an integrantd part of this process. |

Nous avons entendu les collaborateurs sur: la compréhension du Plan d'élaboration de cette politique; l’identification des voix intégrantes; la participation du mouvement noir; l’abordage du thème de l'identité raciale noire. De ce qui précède, le scénario d'élaboration du PME de Diamantina/MG, s’est présenté comme un champ politique marqué par des débats sur les identités, mais ce ne furent pas toutes les voix qui eurent une expression pour définir les nuances de la Loi n° 3880/2015, qui approuve ledit plan. Dans ce champ de discussion, l'identité raciale noire tracée dans le processus de formation du Plan est conforme à la vision coloniale puisque la population noire, présente dans le contexte éducatif « diamantinense », n'est pas encore considérée comme faisant partie intégrante de ce processus.O presente artigo tem por objetivo discutir como o tema da identidade racial negra foi apropriado no processo de elaboração do Plano Municipal de Educação de Diamantina/MG (2015-2025). Auscultamos os colaboradores sobre: compreensão do plano de elaboração dessa política; identificação das vozes integrantes; participação do movimento negro; abordagem do tema da identidade racial negra. Pelo exposto, a cena de elaboração do PME de Diamantina/MG configurou-se como um campo político marcado por debates sobre identidades, mas nem todas as vozes tiveram expressão para definir as matrizes da Lei nº 3.880/2015, que aprova o referido plano.
