Industrialization crisis and the “illusion of economic development”: a critical review of the Triennial Plan and the Government's Economic Action Program (PAEG)

Resumo: The purpose of this paper is to present a synthesis of Brazilian economic policy in the first half of the 1960s, with the Brazilian State's performance in the execution of the Triennial Plan (1963 - 1965) and the Government's Economic Action Plan (1964 - 1966). To this end, we revisit the processes of elaborating and executing these two policies, improving different ideological matrixes, with the objective of understanding the role of the State in this period. The results obtained with this study made that in addition to the possible advances of the pro-industrialization economic policy, there were relevant changes in the planning concept pursued throughout this period.

Para tanto, revisitamos os processos de elaboração e execução dessas duas políticas econômicas de matrizes ideológicas distintas com o objetivo de compreendermos o papel do Estado neste período.
