My thesis assumes that the intensification and consent, practiced in industrial labor relations, are repeated in the teaching labor relations Higher Public Education. Based on the decades from 1990 to 2013, the change of bureaucratic administration to management of the Brazilian state, which began in the Fernando Collor de Mello [1990- 1995], systematic and effective in the Fernando Henrique Cardoso [1995-2002], was the crucial point for the institutionalization of targets to be met the university faculty. The management board is the instrument that enables the implementation of the minimal state policy - the extreme decrease spending on the public sector and tax cuts for the better flow of domestic and foreign production of industrial products. Such managerialadministrative policy, embedded in the neoliberal economic strategies, extends the governments Luiz Inacio Lula da Silva [2003-2010]and Dilma Roussef [2011-2016]. For the analysis, the above-mentioned period, were selected scientific papers in the Scielo site and journal University and Society / ANDES directly witness the teaching labor relations in public higher education. During the process of research and reading the articles, the representation of the intensification of labor relations is evidenced by testimonials that standardize over-charging in the production / publication of research on the amount of indicative versus quality. The practice of scientific productivism and the rules for financing, involving from the number of graduates and the number of scientific, take the form of determinism for the academic position of teaching. Thus, the shutdown of Graduate Programs becomes line of flight of teachers to show dissatisfaction with the new rules, wear physical and psychological.
