Joseph Nye introduced, in 1990, the term soft power to explain why US’ hegemonic power wasn’t declining, like the declinist theorists defended. The soft power would be the cooptative power, used to influence others to want what one wants. It would be projected by intangible resources such as culture, ideology and institutions. Thereby, the cinema can be characterized as a resource of soft power, especially if assisted by the government to reproduce the country’s ideals and culture. Therefore, by a hypothetical-deductive methodology, this article’s main goal is to demonstrate how the relation between the State and the US’ cinematographic industry occured between 2009 and 2017, which includes two governments of the US former president Barack Obama. The hypothesis is that the use of the cinema as a resource of soft power by Obama’s government occurs due to the relation of Hollywood and the Entertainment Industry Liaison, a CIA’s organ created in 1996 with the purpose of assisting the productions that wish to approach the functioning of the agency, in exchange of a good and heroic representation of the CIA and its agents.
