Políticas de inclusão universitária: permanência estudantil na Universidade Federal do Piauí.

Resumo: This work was carried out with the main objective of knowing the operationalization of the permanence policy adopted in the UFPI and its implications on the Quality Indicators (IQ) published by Inep-MEC, referring to the evaluative cycles from 2007 to 2016, as a cut, the courses of the health area, in baccalaureate degree, taught at the Campus headquarters: Nursing, Pharmacy, Medicine, Nutrition and Dentistry. As specific objectives, we sought to understand: the IQ results, referring to the last three evaluative cycles, observing the qualitative and quantitative evolution in each cycle, through the concepts Enade, CPC and percentage of beneficiaries among the annual students, by integral course of the sample, as well as to investigate the extent of student assistance programs during the study period and the implications on the academic life of students in situations of socioeconomic vulnerability. The focus of the research was the UFPI, where there are no previous studies on thise subject. The methodological course involved: documentary research in official sources of the UFPI, Inep and CGU; interviews with managers and responsible for the operationalization of student assistance policy (PAE); information obtained through semi-structured questionnaires applied online to beneficiary students, non-beneficiaries, former beneficiaries, applicants to the benefits of the PAE, as well as teachers and servants who were willing to collaborate with the research. The results revealed that the permanence policy is composed of a set of actions developed in the context of teaching, research and extension and, more specifically, actions developed by the Pro-Rectory of Student and Community Affairs (Praec), at the expense of Pnaes, involving pecuniary resources, in the form of grants, exemption from food fees at university restaurants, housing at university residences and services: pedagogical, social, psychological and dental. The IQ of the courses studied, represented by the results Enade, showed that the concepts grew throughout the evaluative cycles and that, from the 2010 cycle, the courses had the general average and the specific component higher than the national average. Regarding the role of student assistance in completing the courses, the visualization was not so effective in all the courses studied, due to the reduced percentage of beneficiaries. In the Pharmacy and Nutrition courses, which had the highest number of beneficiaries (30% and 40%, respectively), it was possible to verify that, in the group formed by beneficiaries, the percentages of completion of courses in the regulatory time exceeded those in the group of not beneficiaries. In Medicine, Dentistry and Nursing courses, with lower percentages of beneficiaries (14%, 17% and 7%, respectively), the percentages of completion in the regulatory time were more effective in the group of non-beneficiaries. These results allow to infer that the permanence policy adopted by the UFPI tends to contribute so that the beneficiary scholars can finish their courses in the regular time. It is necessary to expand the research, to contemplate the totality of the courses, in order to better characterize the policy of permanence developed in the UFPI.

It is necessary to expand the research, to contemplate the totality of the courses, in order to better characterize the policy of permanence developed in the UFPI.Tese (Doutorado)Este trabalho foi realizado com o objetivo geral de conhecer a operacionalização da política de permanência adotada na UFPI, compreender possíveis implicações dessa política sobre a vida dos graduandos e verificar se há influência sobre os Indicadores de Qualidade (IQ) divulgados pelo Inep-MEC, referentes aos ciclos avaliativos compreendidos entre 2007 a 2016, utilizando-se, como amostra, os cursos da área da saúde, em grau de bacharelado, do Campus sede: Enfermagem, Farmácia, Medicina, Nutrição e Odontologia. O estudo aproximou-se de uma abordagem epistemológica analítica, interpretativa, cuja explicação pauta-se na organização e sistematização de conteúdos para uso na interpretação e inferência de significados. Buscou-se responder às indagações “Como ocorre a operacionalização da política de assistência estudantil (PAE) adotada na UFPI e quais as implicações na vida dos graduandos e no tempo de conclusão dos seus cursos? Há interfaces com IQ divulgados pelo Inep-MEC? O lócus da pesquisa foi a UFPI, onde inexistem estudos prévios acerca do tema. O percurso metodológico envolveu: pesquisa documental e bibliográfica; entrevistas com gestores e responsáveis pela operacionalização da PAE e informações obtidos por questionários semiestruturados aplicados on line à todos os segmentos da comunidade universitária que dispuseram a colaborar, de modo que o número de participantes totalizou em 840. Os resultados, analisados pela técnica de análise de conteúdo (Bardin, 2016) evidenciaram que a política de permanência é composta por um conjunto de ações desenvolvidas no contexto do ensino, pesquisa e extensão e geridas pela Pro-Reitoria de Assuntos Estudantis e Comunitários (Praec), às expensas do Pnaes, envolvendo recursos pecuniários, no formato de bolsas (concedidas por dois anos), isenção de taxas de alimentação nos restaurantes universitários, moradia em residências universitárias e serviços: pedagógico, social, psicológico e odontológico. Os IQ dos cursos constituintes da pesquisa, representados pelos resultados do Enade, do qual participaram concluintes atendidos e não atendidos pela PAE, revelaram que os conceitos dos cursos cresceram ao longo dos ciclos avaliativos e que, a partir do ciclo 2010, todos eles ficaram com média geral e do componente específico acima da média nacional. No entanto, não é possível fazer uma associação entre a PAE e IQ, nos moldes em que esta pesquisa foi realizada. Quanto à importância da assistência estudantil (AE) para a conclusão dos cursos, 92% dos estudantes respondentes enfatizaram que sem a AE não seria possível manter-se na Universidade. Observando-se o tempo de conclusão dos cursos, não foi possível evidenciar claramente a contribuição da AE para reduzir o tempo de integralização, por haver, em três desses cursos, um reduzido percentual de assistidos. Porém, é possível verificar que nos cursos onde há mais assistidos pela AE, há maior contingente de discentes concluindo seus cursos no período regulamentar. Nos cursos com baixos percentuais de assistidos, a conclusão no tempo regulamentar parece ser mais efetiva no grupo de não assistidos. Isso permite inferir que, quando há uma AE bem efetiva, os graduandos tendem a integralizar seus cursos no tempo regulamentar.
