Aquisição de alimentos da agricultura familiar na administração pública: considerações acerca os processos de compras do Instituto Federal Do Triângulo Mineiro – campus Uberlândia

Resumo: Sustainable public purchases that have local family farming as participants, according to the law 11947 from July 16th 2009, create an innovative public policy that unites two needs: that of public entities, to provide the population, according to their institutional goals, with quality agricultural products, meeting sustainable criteria; and also, the needs of family farmers, who need to expand markets to sell their products. Programs such as the Programa Nacional de Alimentação Escolar - PNAE (National School Feeding Program) and the Programa de Aquisição de Alimentos – PAA (Food Acquisition Program) are examples of this kind of purchase, triggering the parties involved in this process of commercial interaction. However, there are other ways for local family farmers to sell their foodstuffs and even other items to public entities. Thereby, the scope of public policies aimed at local economic and social development is also expanded, by legal provisions. Thus, the main objective of this research was to assess the participation of local family farming in the public procurement processes of IFTM - campus Uberlândia, identifying whether there has been an increase or decrease in their participation in the procurement processes. Secondly, the objective was also to discuss the successes and difficulties, proposing solutions, and expanding forms of commercial interaction beyond the food promotion programs already instituted by the federal government. To achieve this result, the qualitative research method was used through the analysis of documents contained in the public purchase processes, through data collection in governmental electronic research websites with information on public procurement, and through the application of semi-structured interviews with two managers of the Institute and two representatives of local family farming. As a result of this data collection and analysis, it was understood that there was no increase in the participation of family farmers in the purchase process, indicating a lack of alignment between the agency's needs and the products offered by local family agriculture. Thus, it was concluded that there were failures in the purchase processes by the Uberlândia campus for the acquisition of products from family agriculture, which led to a participation in the processes lower than expected. As a solution to the problem of not increasing the participation of family farming, the IFTM was indicated to provide a more objective description of the products they need, according to local production and to promote more processes in the form that waives the holding of a bid proceeding. Finally, training sessions were proposed to the managers of the IFTM - Uberlândia campus and also to the farmers and their representatives, generating at the end of the work, as a technological product, a mini-course on the subject.

Programas como o Programa Nacional de Alimentação Escolar (PNAE) e o Programa de Aquisição de Alimentos (PAA) são exemplos dessa prática de compra, acionando as partes envolvidas para esse processo de interação comercial. Porém, há outros caminhos para que os agricultores familiares locais possam vender seus gêneros alimentícios e até outros itens para entidades públicas. Deste modo, também se amplia a abrangência de políticas públicas voltadas para o desenvolvimento econômico e social local, em conformidade com as previsões legais. Assim, objetivo principal desta pesquisa foi avaliar a participação da agricultura familiar local nos processos de compras públicas do IFTM – campus Uberlândia, identificando se houve aumento ou diminuição de sua participação nos processos de compra. De forma secundária também discutir os sucessos e dificuldades, propondo soluções e ampliando formas de interação comercial para além dos programas de fomento à alimentação, já instituídos pelo governo federal. Para se chegar ao resultado utilizou-se o método de pesquisa qualitativa por meio da análise de documentos constantes nos processos de compra públicas, de coleta de dados em portais eletrônicos de pesquisa governamentais informações sobre compras públicas e aplicação de entrevista semiestruturada junto a dois gestores do Instituto e a dois representantes da agricultura familiar local. Como resultado desta coleta e análise de dados compreendeu-se que não houve aumento da atuação do agricultor familiar nos processos de compra, indicando uma precariedade no alinhamento entre as necessidades do órgão e os produtos ofertados pela agricultura familiar local. Assim concluiu-se que houve falhas nos processos de compra pelo campus Uberlândia para a aquisição de produtos da agricultura familiar, o que levou a uma participação aquém da esperada nos processos. Indicou-se ao IFTM, como solução ao problema do não aumento da atuação da agricultura familiar, uma descrição mais objetiva dos produtos de que precisa, conforme a produção local e que promovesse mais processos na modalidade dispensa de licitação.
