Resumo: The article aims to analyze the international performance in the state of Bahia, in view of the implementation of projects and technical cooperation actions aimed at the state development. It seeks to answer how the international actions implemented by the Bahia government contribute to the development of the state, based on the hypothesis that they contribute mainly through international technical cooperation projects focused on economic, social and environmental development, inserted in the state development strategy. With the view to understand this process, a theoretical-conceptual discussion on the international performance of subnational governments in Brazil, focusing on Decentralized International Cooperation (ICD), is carried out in order to understand the challenges faced by subnational governments in the region, as well as their experiences. Then, the Bahian trajectory of international insertion is mapped, with emphasis on technical cooperation projects carried out between 2007 and 2014. The paper will focus its analysis on the case study of the State Nucleus of Youth and Children Orchestras of Bahia (NEOJIBA) program.

Busca-se responder de que forma as ações internacionais implementadas pelo governo da Bahia contribuem para o desenvolvimento do estado, partindo da hipótese de que contribuem, principalmente, por meio de projetos de cooperação técnica internacional focados no desenvolvimento econômico, social e ambiental, inseridos nas políticas estaduais de estratégia de desenvolvimento. Para a compreensão deste processo realiza-se uma discussão teórico-conceitual sobre a atuação internacional de governos subnacionais no Brasil, com foco para a Cooperação Internacional Descentralizada (CID), de forma a compreender os desafios enfrentados pelos governos subnacionais na região, bem como suas experiências. Em seguida, mapeia-se a trajetória baiana de inserção internacional, com ênfase nos projetos de cooperação técnica realizados entre 2007 e 2014.
