A paradiplomacia e as cidades criativas: análise da cidade de Salvador-BA

This article seeks to investigate whether, after the insertion of the municipality of Salvador-BA in the UNESCO Creative Cities Network in 2015, public policies were drawn up for the creative economy, aimed at the music sector, an area chosen for the municipality's enrollment in the Network. At the beginning we propose a historical contextualization about the creation of the Network and also about the conceptualization of creative cities. Then, we carried out an exercise of approximation between paradiplomacy and creative cities, as well as highlighting concepts about public policies and how the public policies for culture are being thought in the municipality after its insertion in the RCCU. In order to do so, we used bibliographic and documentary research as study methods, having as reference the historical studies, as well as the case study of the city of Salvador-BA, object of analysis of the issues presented in the text. Finally, it appears that, despite the selection of the municipality to be part of the UNESCO Creative Cities Network and receiving the title of City of Music, Salvador's paradiplomatic action is still incipient, fragmented and lacks institutionalization by the public bodies responsible for the international relations of the city, in addition to the lack of knowledge of the potential use of paradiplomacy in line with the creative economy as an alternative for the construction and implementation of public policies that promote economic, social and cultural development. At the same time, there is a mobilization for the consolidation of the public policies that allow the city to build paths for the development of the creative economy from the music sector. We hope that this work can help future research on this topic, whether in the field of International Relations or in other fields of knowledge.
