Planejamento educacional em Minas Gerais: concepções políticas e ideologia

Resumo: The aim of this paper is to verify the ideological and political conceptions present in the educational planning of Minas Gerais State government in 1997. It has also the purpose to contribute to the discussion in public policy field by means of this analyzed approach. For that, this inquiry analyzes two documents produced by the Minas Gerais State Education Secretary: the School Development Plan Implementation Plan and the School Development Plan -- Manager Handbook. At the beginning it will be presented a study on the education in the globalization context in order to allow a reflection on the factors that contribute to and/or determine the education sector public policies. In this approach, it is established the policy or Minas Gerais State government under the light of Overall Quality enterprise model applied to education system. It was chartered the description of the main point of Minas Gerais State policy to the education sector, that is: administrative autonomy, school direction strengthening, teachers training and, finally, the integration to the counties. The documents were analyzed in order to identify the political and ideological education planning conceptions by means of the following parameters: 1) education political conceptions under the light of Overall Quality; the idea of democracy in education planning and 3) education planning and the enterprise approach. From this study, it was possible to conclude that the politicals and ideologicals conceptions within the Minas Gerais State education planning revealed the ideas that come from the enterprise pragmatism, including the Overall Quality discourse and the school autonomy. The political atmosphere created around the education planning shows a kind of authoritarianism that does not consider the peculiarities of each school.

Também busca contribuir para a discussão no campo das políticas públicas educacionais por meio da perspectiva analisada. Para tanto, analisa dois documentos produzidos pela Secretaria de Estado da Educação de Minas Gerais (SEE/MG): o Plano de Implementação do Plano de Desenvolvimento da Escola (PIPDE) e o Plano de Desenvolvimento da Escola — Manual de Gestão (PDE). Inicialmente, apresentamos um estudo sobre a educação no contexto da globalização, possibilitando uma reflexão dos fatores que influenciam e/ou determinam as políticas públicas para o setor educacional. Nessa perspectiva, situa—se a política do governo do Estado de Minas Gerais sob a ótica do modelo empresarial da Qualidade Total aplicada na Educação. Privilegiou-se a descrição dos pontos fundamentais da política mineira para o setor educacional, a saber: autonomia administrativa, fortalecimento da direção da escola, capacitação de professores e carreira, avaliação do sistema educacional e, por fim, a integração com os municípios . Procurou-se, em seguida, identificar nos documentos as concepções políticas e ideológicas de planejamento educacional, por meio dos seguintes parâmetros: 1) concepções políticas de educação sob a ótica da Qualidade Total; 2) a idéia de democracia no planejamento educacional, e 3) planejamento educacional e a perspectiva empresarial. A partir do estudo, foi possível concluir que as concepções políticas e ideológicas, contidas no planejamento educacional em Minas Gerais, demonstraram idéias oriundas do pragmatismo empresarial, incluindo-se o discurso da Qualidade Total e da autonomia escolar.
