Motivational Factors and Needs Profile of Technical-Administrative Public Employees

Resumo: Research objective: To identify the main motivational factors of technical-administrative servants in education at a higher education institution as a function of the stratification of the profile of acquired needs. Theoretical framework: The study was based on Herzberg's Two Factor Theory and McClelland's Acquired Needs Theory. Methodology: From hypotheses of hygienic and motivational factors of public servants, a questionnaire based on Kano's model was elaborated to evaluate the factors that generate satisfaction and dissatisfaction. The questionnaire was applied electronically on a campus of a federal university. The motivational factors were analyzed in relation to the profile of acquired needs of these servers. Results: The profile of needs of the investigated servants was homogeneous, with a high need for achievement and affiliation predominating, and a low to moderate need for power. The main motivational factors identified were, for the most part, generators of satisfaction when present, and dissatisfaction when absent, and were related to the balance between personal life and work, transparent and participatory management, pride and recognition in relation to work and the institution, and favorable working conditions. Originality: Investigation of motivational factors of public servants that have distinctive characteristics in Brazil due to the legal framework. The theories of two factors and of the needs acquired with the application of Kano's model were analyzed in an integrated way for the evaluation of the satisfaction of the servers. Theoretical and practical contributions: The theoretical contribution is the feasibility of using the Kano model to investigate factors that generate satisfaction and dissatisfaction. The practical contribution lies in the identification of the profile of acquired needs and motivational factors of federal public servants in order to support human resource management actions within higher education institutions.

Marco teórico: El estudio se basó en la Teoría de los Dos Factores y la Teoría de las Necesidades Adquiridas. Metodología: A partir de hipótesis de factores higiénicos y motivacionales de los servidores públicos, se elaboró ??un cuestionario basado en el modelo de Kano para evaluar los factores que generan satisfacción e insatisfacción. El cuestionario se aplicó electrónicamente en un campus universitario federal. Los factores motivacionales fueron analizados en relación al perfil de necesidades adquiridas de estos servidores. Resultados: El perfil de necesidades de los servidores investigados fue homogéneo, predominando una alta necesidad de realización y afiliación, y una baja a moderada necesidad de poder. Los principales factores motivacionales identificados fueron, en su mayoría, generadores de satisfacción cuando está presente, e insatisfacción cuando está ausente, y se relacionaron con el equilibrio entre la vida personal y laboral, la gestión transparente y participativa, el orgullo y el reconocimiento en relación al trabajo y la institución. y condiciones de trabajo favorables. Originalidad: Investigación de factores motivacionales de servidores públicos que tienen características distintivas en Brasil debido al marco legal. Se analizaron de forma integrada las Teorías de los Dos Factores y de las Necesidades Adquiridas con aplicación del Modelo de Kano para la evaluación de la satisfacción de los servidores. Aportes teóricos y prácticos: El aporte teórico es la factibilidad de utilizar el modelo de Kano para investigar factores que generan satisfacción e insatisfacción. El aporte práctico radica en la identificación del perfil de necesidades adquiridas y factores motivacionales de los servidores públicos federales para apoyar las acciones de gestión de recursos humanos dentro de las instituciones de educación superior.Objetivo da pesquisa: Identificar os principais fatores motivacionais dos servidores técnico-administrativos em educação de uma instituição de ensino superior em função da estratificação do perfil de necessidades adquiridas. Enquadramento teórico: O estudo teve como base a Teoria dos Dois Fatores de Herzberg e Teoria das Necessidades Adquiridas de McClelland. Metodologia: A partir de hipóteses de fatores higiênicos e motivacionais de servidores públicos, elaborou-se um questionário com base no modelo de Kano para avaliar os fatores geradores de satisfação e de insatisfação. O questionário foi aplicado de forma eletrônica em um campus de uma universidade federal. Os fatores motivacionais foram analisados em relação ao perfil de necessidades adquiridas desses servidores. Resultados: O perfil de necessidades dos servidores investigados foi homogêneo, predominando alta necessidade de realização e de afiliação, e necessidade de poder de baixa a moderada. Originalidade: Investigação de fatores motivacionais de servidores públicos que apresentam características distintivas no Brasil em função do marco legal. Analisou-se de forma integrada as teorias de dois fatores e das necessidades adquiridas com a aplicação do modelo de Kano para a avaliação da satisfação dos servidores. Contribuições teóricas e práticas: A contribuição teórica consiste na viabilidade da utilização do modelo de Kano para investigar fatores que geram satisfação e insatisfação.
