Resumo: The paper seeks to identify management control mechanisms, predominantly budgetary and financial, and management responsibility levels that may contribute to the improvement of the Unified Health System (SUS) in Brazil in light of the statements of Complementary Law No. 141/2012. Using a qualitative methodology to survey the existing instruments in the Law and pairing them with requirements of the National Audit System, it takes into account the structural logic of the SUS and the general principles of control as guiding elements of Public Administration under the democratic state of right.Keywords: HealthCare Management, Health Law, Unified Health System (SUS), Complementary Law No. 141/12.
