FUNDEF: SOCIAL PARTICIPATION AND DEMOCRATIC ADMINISTRATION OR GOVERNAMENTAL ADVISING WITH PATRONIZED PARTICIPATION?

Resumo: | The scope of this paper is to analyze the performance of the Conselho de Acompanhamento e Controle Social (Cacs’s) of the Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (Fundef), in order to verify in which way the participation of the council´members – within the control and accompaniment process of the educational resources – is indeed accomplished. The aim of this research is to understand the various participation aspects that include: who are the members of the council; who they represent within the council; how they participate in the process; what are the main issues concerning to their participation; what are their perceptions concerning to the function and activities of the Cacs’s, and what are their motivations to participate in the whole process. The methodology involved 76 members of the council from every county in the metropolitan area of the Recife city, PE. The central participation aspects were investigated in order to develop a comparative analysis through theories focusing on both participation and social control of the educational public policies. To come to the point, are Cacs working according to their acting nature, which generates social control and simultaneously serving as an arena of the civil society participation, or those spaces have been captured by the local political power as a locus of political practices aiming essentially the interests of either municipal administration and local elite associated to it.Key-Words: Education; Counsil; Participation; Social Control; Public Policies. |

Este artigo tem como objetivo analisar a atuação dos Conselhos de Acompanhamento e Controle Social (Cacs’s) do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (Fundef), buscando verificar em que medida se concretiza, efetivamente, a participação dos conselheiros no processo de controle e acompanhamento dos recursos destinados à educação. O foco principal foi buscar entender quem são os conselheiros, quem eles representam dentro do conselho, como eles participam do processo, quais os principais entraves à participação, as suas percepções sobre a função e as atividades dos Cacs’s e quais suas motivações em participar do processo. Foram entrevistados 76 conselheiros de todos os Municípios da Região Metropolitana do Recife.
