Resumo: | The present work is about the contribution of Municipal Infantile Education Center Councils in Maringá, state of Paraná. First, a reflection about the historical, political and social conditions, responsible for the structuration to define public politics was made. It is possible to understand this site of articulation between state and society as one way to improve democratic participation. The analyzed items were: social-demographic profile, interaction between the councils and the municipal administration, the councilors' social capital and political path. There are councils in all education centers, bringing dynamism to the infantile educational area |

Inicialmente, fizemos uma reflexão acerca das condições históricas, políticas e sociais que levaram à estruturação dessa forma de participação na definição das políticas públicas. Argumentamos que é possível compreender esse espaço de articulação entre Estado e Sociedade Civil como uma das formas de ampliação da participação democrática. Os itens analisados foram: perfil sócio-democrático, interatividade entre os conselhos e a administração municipal e capital social/ trajetória política dos conselheiros.
