Political-bureaucratic power in Brazilian public management: a critical study of the landmarks reformers in the light of Adorno

In the light of Adorno’s negative dialectic, we presented a critical analysis of the three main reformist landmarks of Brazilian public administration, which comprise the political-bureaucratic constellation that sustains the capitalist power. Starting from the New State until the Master Plan for the Reform of the State Apparatus established in 1995, we visualized the historical construction of the bureaucratic phenomenon, while making an analysis that includes the bureaucracy of power and the power of bureaucracy. We made a critical denunciation of the social denial tangle that is presented in the incompleteness of the reforms, which depicts the state with an expanded self-centered inauthenticity. Adornian’s interpretation is fundamental to critically understand the social situation and Brazilian actual policy, in which power is being taken by representatives of financial capitalism, promoting the annihilation of many social advances hardly won.
