Structural model of deliberative citizenship: Quantitative methodology proposed to social management

Resumo: | Research objective: The objective of this study is to expand the theoretical and practical understanding of factors that affect the common good from the perspective of deliberative citizenship (Tenório, 1998, 2007, 2012). Theoretical framework: The methodological basis comes from recent experience (Costa, 2018), in which the effects of transparency and participation on the deliberative process were studied and whose main limitation was not adopting indicators for the construct corresponding to the common good. Methodology: For the validation of this theoretical model, structural equation modeling was used (Hair, Hult, Ringle, & Sarstedt, 2017), applied to a sample of 209 respondents from several Brazilian states. Results: In this work, the structural model of deliberative citizenship is improved, concluding that transparency and participation, mediated by the deliberative process, positively affect the common good. Originality: Expansion of the structural model created previously based on the criteria of deliberative citizenship. Theoretical and practical contributions: The contribution is mainly methodological, as the structural model of deliberative citizenship can be used in research quantitative studies for the investigation of several factors that influence the construction of the good ordinary. Marco teórico: La base metodológica proviene de una experiencia reciente (COSTA, 2018), en la que se estudiaron los efectos de la transparencia y la participación en el proceso deliberativo y cuya principal limitación fue no adoptar indicadores para el constructo correspondiente al bien común. Metodología: Para la validación de este modelo teórico, se utilizó el modelo de ecuaciones estructurales (Hair, Hult, Ringle, & Sarstedt, 2017), aplicado a una muestra de 209 encuestados de varios estados brasileños. Resultados: En este trabajo se perfecciona el modelo estructural de ciudadanía deliberativa, concluyendo que la transparencia y la participación, mediadas por el proceso deliberativo, inciden positivamente en el bien común. Originalidad: Ampliación del modelo estructural creado previamente a partir de los criterios de ciudadanía deliberativa. Aportaciones teóricas y prácticas: El aporte es principalmente metodológico, ya que el modelo estructural de ciudadanía deliberativa puede ser utilizado en investigaciones cuantitativas para investigar diversos factores que inciden en la construcción del bien común. Palabras clave:Transparencia, Participación, Gestión Social, Ciudadanía Deliberativa.Objetivo da pesquisa: O objetivo deste estudo é ampliar a compreensão teórica e prática sobre fatores que afetam o bem comum, sob a perspectiva da cidadania deliberativa (Tenório, 1998, 2007, 2012). Enquadramento teórico: O embasamento teórico e metodológico parte de experiência recente (Costa, 2018), na qual se estudaram os efeitos da transparência e da participação sobre o processo deliberativo e cuja principal limitação foi não adotar indicadores para o construto correspondente ao bem comum. Metodologia: Para a validação deste modelo teórico, utilizou-se a modelagem de equações estruturais (Hair, Hult, Ringle, & Sarstedt, 2017), aplicada a uma amostra de 209 respondentes de diversos estados brasileiros. Resultados: Neste trabalho, aprimora-se o modelo estrutural de cidadania deliberativa, concluindo-se que transparência e participação, mediadas pelo processo deliberativo, afetam positivamente o bem comum. Originalidade: Ampliação do modelo estrutural criado anteriormente com base nos critérios de cidadania deliberativa. Contribuições teóricas e práticas: A contribuição é principalmente metodológica, pois o modelo estrutural de cidadania deliberativa poderá ser utilizado em pesquisas quantitativas para investigação de diversos fatores que influenciam a construção do bem comum.
