Implementation and FrontLine Workers in the Socioeducative Measure of Assisted Freedom

Resumo: ABSTRACT Research objective: We seek to understand the role of reference technicians in the socio-educational measure of assisted freedom in the city of São Paulo, analyzing factors that influence pragmatic improvisation and the use of the agency. Theoretical Framework: Through the literature survey, we raised some perspectives that could influence the use of the agency and the pragmatic improvisation of the reference technicians: individual characteristics; organizational dimension; professional identity, professional status and expectations of peers; relational dynamics with the system and judgments and merits that they exert on users. Methodology: The research was structured in three stages: bibliographic survey; semi-structured interviews and use of vignettes and analysis of the interviews. Results: We conclude that the relationship established between the reference technician and the adolescents served is made through interactions between the identities and the social positions that each of these actors establish throughout the socio-educational process. These interactions are the result of the convergence of two or more factors analyzed, thus influencing pragmatic improvisation and the use of the agency in its performance. Originality: The research analyzes the implementation of the socio-educational measure of assisted freedom through the actions of the actors that implement it. It is a new agenda, considering that there are many researches that analyze the implementation of the socio-educational internment measure. Our analysis, through the performance of the reference technicians, can point to new studies on the way in which this public policy comes being implemented. Theoretical and Practical Contributions: Analyzing the performance of these actors through the processes of inclusion, exclusion and reproduction and production of inequalities that they exercise when classifying their users as deserving or not of their service and public policy, points to new studies on the relationship between frontline workers and users to their access to public policies. Keywords: implementation; front-line worker; assisted freedom, socio-educational measure.  RESUMEN Objetivo de la investigación: Buscamos comprender el papel de los técnicos de referencia en la medida socioeducativa de libertad asistida en la ciudad de São Paulo, analizando los factores que influyen en la improvisación pragmática y el uso de la agencia. Marco teórico: A través del relevamiento de la literatura, planteamos algunas perspectivas que podrían influir en el uso de la agencia y la improvisación pragmática de los técnicos de referencia: características individuales; dimensión organizacional; identidad profesional, estatus profesional y expectativas de los compañeros; dinámica relacional con el sistema y juicios y méritos que ejercen sobre los usuarios. Metodología: La investigación se estructuró en tres etapas: levantamiento bibliográfico, entrevistas semiestructuradas y uso de viñetas y análisis de las entrevistas. Resultados: Se concluye que la relación que se establece entre el técnico de referencia y los adolescentes atendidos se realiza a través de interacciones entre las identidades y las posiciones sociales que cada uno de estos actores establece a lo largo del proceso socioeducativo. Estas interacciones son el resultado de la convergencia de dos o más factores analizados, lo que influye en la improvisación pragmática y el uso de la agencia en su desempeño. Originalidad: La investigación analiza la implementación de la medida socioeducativa de libertad asistida a través de las acciones de los actores que la implementan. Es una nueva agenda, considerando que son muchas las investigaciones que analizan la implementación de la medida de internamiento socioeducativo. Nuestro análisis, a través de la actuación de técnicos de referencia, puede apuntar a nuevos estudios sobre la forma en que esta política pública viene siendo implementado. Aportes Teóricos y Prácticos: Analizar el desempeño de estos actores a través de los procesos de inclusión, exclusión y reproducción y producción de desigualdades que ejercen al clasificar a sus usuarios como merecedores o no de su servicio y política pública, apunta a nuevos estudios sobre la relación entre los trabajadores de primera línea y los usuarios para su acceso a las políticas públicas.
