Resumo: The paper presents the libertarian socialism of Maurício Tragtenberg, which allows an understanding about the problematic character of public administration as a whole. The same approach prescribes a tactic based on steps, that is, the conquering of self-management in the immediate production, restricting the actions of workers to the economic sphere. This paper suggests a tactic based on simultaneity inspired by Marx and his understanding of the relationship between legality and contingence. Such tactic is one that merges economic and political fights, beyond the “participationism”, the democratic formalism and the simple improvement of the domination structure. Its conclusion is that the best form of public administration is that which allows for the free expression of structural antagonisms instead of simple conciliation mechanisms.Keywords: Bureaucracy, tactic, Marxism, libertarian socialism, labour perspective
