Resumo: This is a paper about bureaucracy and its interference in the daily life of educational institutions, it is main objective is to try to understand who is interested in the “interventions” that are carried out to (supposedly) organize educational practices. The paper follows a bifurcated methodological path, having, on one route, the systematic survey of national theses and dissertations in the Education evaluation area and, on the other, the experience report, describing and analyzing the presence (and interference) of bureaucracy in everyday life with the teacher. Numerous theories and conjectures about bureaucracy are raised along the routes and, in the end, the question that gives the article its title is answered redundantly, revealing that bureaucracy supports itself, also operating through educational institutions.

El artículo sigue un camino metodológico bifurcado, teniendo, por un lado, el levantamiento sistemático de tesis y disertaciones nacionales en el área de evaluación de la Educación y, por el otro, el relato de experiencia, describiendo y analizando la presencia (e interferencia) de la burocracia en la vida cotidiana vivida como maestro. A lo largo de las rutas se plantean numerosas teorías y conjeturas sobre la burocracia y, al final, la pregunta que da título al artículo es respondida redundantemente, revelando que la burocracia se sostiene a sí misma, operando también a través de las instituciones educativas.Este é um artigo sobre burocracia e sua interferência no cotidiano de instituições educacionais, cujo objetivo é o de tentar compreender a quem interessa as “intervenções” que são realizadas para (supostamente) organizar as práticas educativas. O artigo segue um caminho metodológico bifurcado, tendo, por uma rota, o levantamento sistemático de teses e dissertações nacionais da área de avaliação Educação e, pela outra, o relato de experiência, descrevendo e analisando a presença (e interferência) da burocracia no cotidiano vivido como professor.
