PATRIMONIALISM OF THE MANAGERIAL PARADIGM: PARADOXES IN THE MUNICIPAL GOVERNMENT OF CAETE – MG

The present article analyzes the traces of patrimonialism, bureaucracy and gerencialism in the public administration of the municipality of Caeté-MG. The research used as strategy the case study. The primary data had been collected from the direct and systematic observation. The secondary ones refer to the laws existing in the Municipality. The registers of the direct observation were analyzed, searching to identify the presence of characteristics of the three models of public administration. The secondary data, in turn, were analyzed based on of the technique of content analysis. The results of the present study indicate that the public administration of the municipality of Caeté characterizes itself for having a hybrid management model, which combines elements of the three models of administration, since coexist, for example, practices of nepotism, meritocracy and transparency. However, the preponderance of patrimonialism and the bureaucracy is highlighted. The crossing of the secondary data with the primary data allowed observing that, although the strong presence of bureaucratic traces in the municipal laws, the patrimonialism has revealed deeply present in the municipal administrators’ behavior. Such express refers to the formalism’s manifestation, when the behaviors and the actions do not match with the formal rules.Key-Words: Municipal Public Administration, Formalism, Patrimonialism.
