The verse and the reverse side of federative cooperation and the vertical diffusion of policies to promote state capacity in Brazilian municipalities

Resumo: Promoting municipal state capacities became a central theme of federative cooperation after 1988. The performance of the federal government is analyzed through the National Program for Support Administrative and Fiscal Management of Brazilian Municipalities (PNAFM) from 2002 to 2012. It is used the literature of cooperative federalism, vertical diffusion public policies and state capacity. It seeks to identify whether intergovernmental cooperation through a program of vertical diffusion of policies and organized by the Ministry of Finance and Caixa Econômica Federal has been successful. Supported by a panel with random effects, the municipal results in people management and the expansion of its own revenues are evaluated. The hypothesis is that federal programs formulated by specialized technical bureaucracies are not capable of promoting municipal state capacities. There is no evidence of an association between municipal adherence to the program and the results achieved. Its design and implementation are not adequate to deal with federative cooperation to promote state capacities in municipalities.

El desempeño del gobierno federal se analiza a través del Programa Nacional de Apoyo a la Gestión Administrativa y Fiscal de los Municipios Brasileños (PNAFM) de 2002 y 2012. Se utiliza La literatura del federalismo cooperativo, la difusión vertical de las políticas y capacidades estatales. El intento es identificar si la cooperación intergubernamental a través de un programa de difusión vertical de políticas y organizado por el Ministerio de Hacienda y Caixa Econômica Federal tuvo éxito. Con el apoyo de un panel con efectos aleatorios se evalúan los resultados municipales en la gestión de personas y el aumento de sus ingresos propios. La hipótesis es que los programas federales formulados por burocracias técnicas especializadas no son capaces de promover las capacidades estatales municipales. Apoiado em um painel com efeitos aleatórios, avalia-se os resultados municipais na gestão de pessoas e ampliação de receitas próprias.
