São Paulo City Stones: hostile architecture in the service of "bio-necropolitics"

Resumo: October 2020. The São Paulo City Hall starts a stone concreting work under viaducts in the Eastern Zone. The argument? Supposedly to avoid the dumping of garbage. Four months later the blocks are removed from the São Paulo landscape. This action, clad in urbanistic policy, in truth has exclusionary and hygienic purposes, is one of the ways in which "bio-necropolitics" manifests itself in society. Through the so-called hostile architecture, this article proposes to update in a tangible way the Foucauldian concept of biopolitics and draw links with the necropolitics of the Cameroonian philosopher Achille Mbembe. To this end, despite the use of a qualitative methodology of theoretical and ethnographic nature, it is from the recent case of the São Paulo City stones that the aforementioned objective is realized and the infamous subjects can be placed as the main victims of a non-existence, with systematic violations of their basic rights.

A prefeitura da cidade de São Paulo inicia uma obra de concretagem de pedras sob viadutos da Zona Leste da cidade. O argumento? Supostamente evitar o despejo de lixo naqueles locais. Quatro meses mais tarde, os blocos são removidos da paisagem paulistana. A ação revestida de política urbanística, em verdade, possui propósitos excludentes e higienistas, uma das maneiras pelas quais a “bio-necropolítica” se manifesta na sociedade. Através da chamada arquitetura hostil, propõe-se, no presente artigo, atualizar de modo tangível o conceito foucaultiano de biopolítica e estabelecer aproximações com a necropolítica do filósofo camaronês Achille Mbembe.
