Summary: The theme of this article is the influence of the new barrier clause, established by Constitutional Amendment No. 97/2017, on the country's political system. The following problem was investigated: is the new barrier clause constitutional? The following hypothesis was considered: "The barrier clause is in accordance with the constitutional dictates". The general objective is to demonstrate that the aforementioned exclusion mechanism has a positive impact on governability and representativeness. The specific objective is to assess the impact of the barrier clause on the party system and political parties. This work is important for a right operator to analyze the legality of the exclusion mechanism; for science, it is relevant for demonstrating its impact on Brazilian democracy; it adds to society by disseminating the rules that permeate Brazilian democracy. It is qualitative theoretical research lasting six months.
