Critérios e indicadores ambientais utilizados por bancos de desenvolvimento para avaliação de projetos

Resumo: | The Brazilian financial sector has made considerable advances in the incorporation of environmental issues, seeking to integrate the exercise of its social role into business practices. Owing to this responsibility, the banks need to evaluate economic issues alongside each company s environmental performance, benefiting those with better performance in order to safeguard the Institution s commercial and financial image. In this manner, the objective of this study was to carry out a comparative analysis of the performance of Brazilian development banks concerning their contribution to sustainable development, using criteria and indicators within environmental policies that support the evaluation of projects applying for funding. In the analysis, the main environmental policies of Brazilian and foreign financial institutions; the definitions and classifications of criteria/indicators used for such policies; the operational performance of banks in financing volume (value); and the most used environmental policies in Brazil and in the world were compared with the policies currently in use by the studied banks. The used methodologies were divided in two parts; in the first, it was sought a contextualization of the use of criteria and environmental indicators; in the second, the sample was defined and compared after data collection. For work development, a comparative analytic research was accomplished, describing qualitatively and quantitatively the environmental policies of the development banks comprising the sample (BANDES, BDRE, BNDES and BDMG). The results led to the conclusion that amid the several environmental policy models emerging in Brazil and in the world, the use of criteria and environmental indicators has gone beyond the requirement of the legislation, but aiming at stimulating the use of less harmful socio-environmental practices to funding applicants; the policies of the Ecuador Principles and JBI Environmental Guidelines demonstrated higher performance in the project selection process compared to the others; there has been great increase in financing volume (value) for companies (increasing bank coresponsibility); and of the four studied banks, two had better performance than the others, however, there is still deficiency in the use of criteria to add value to the project selection process of the four banks. After these propositions, it is suggested the adoption of some criteria not being used by any of the studied banks. This study can contribute to project evaluation by financial banks, benefiting or including those with greater sustainability characteristics and that cause less damage to the environment, besides improving the financial bank image. |

Em face dessa responsabilidade, os bancos necessitam avaliar em conjunto as questões econômicas com a performance ambiental de cada empresa, beneficiando aquelas que melhor se desempenharem nessas questões para que não comprometam a imagem comercial e financeira da própria instituição. Dessa forma, este estudo teve como objetivo realizar uma análise comparativa do desempenho dos bancos de desenvolvimento brasileiros quanto à contribuição deles para o desenvolvimento sustentável, através do uso de critérios e indicadores dentro de políticas ambientais que subsidiem a avaliação de projetos pleiteadores de financiamento creditício. Para tal análise, compararam-se as principais políticas ambientais adotadas pelas instituições financeiras no Brasil e no mundo; as definições e classificações dos critérios/indicadores que compuseram essas políticas; o desempenho operacional dos bancos em volume de financiamentos (valor); e as políticas ambientais mais utilizadas no Brasil e no mundo com as empregadas atualmente pelos bancos pesquisados. Os procedimentos metodológicos foram divididos em duas partes, sendo que na primeira se buscou uma contextualização sobre o uso de critérios e indicadores ambientais e, na segunda parte, definiu-se a amostra e, após a obtenção das informações solicitadas, fez-se a comparação entre elas. Para o desenvolvimento do trabalho, foi realizada uma pesquisa analítica comparativa, descrevendo-se qualitativa e quantitativamente as políticas ambientais dos bancos de desenvolvimento que compuseram a amostra (BANDES, BDRE, BNDES e BDMG). Pelos resultados, pôde-se concluir que, em meio aos vários modelos de políticas ambientais que estão surgindo no Brasil e no mundo, o uso de critérios e indicadores ambientais tem sido feito além da limitação ao cumprimento da legislação, mas no sentido de estimular as práticas socioambientais menos danosas aos tomadores de crédito; que as políticas Princípios do Equador e Diretrizes JBIC demonstraram maior desempenho no processo seletivo de projetos em relação às demais; houve grande aumento no volume (valor) de financiamentos para empresas (aumentando a coresponsabilidade dos bancos); e que, dos quatro bancos pesquisados, dois obtiveram melhor desempenho com relação aos demais, todavia se percebeu ainda a deficiência na utilização de critérios que valorizem o processo seletivo de projetos dos quatro bancos. Após tais proposições, sugeriu-se a adoção de alguns critérios não empregados por nenhum dos bancos estudados.
