Os caminhos do Programa Economia Solidária em desenvolvimento

Resumo: This research was guided by the realization that the path of scientific research on the topic solidary economy in Brazil was based mainly on the urban initiatives of work organization. The crisis in the world of work that affected the country from the 1970s was the privileged locus for the problematization of the solidarity economy in Brazil. In addition, the survey also sought to highlight that the privilege provided on urban experiences went beyond the realm of theoretical and academic discussions. It was felt that the government policies of economic solidarity in Brazil also directed, and still do, from the issues of lack of urban labor. Based on these findings, research has aimed to study the Solidarity Economy Development Program (ESDP), run by the National Solidarity Economy (SENA). Thus, this investigation sought to problematize this way the process of insertion of the social economy theme on the agenda of the federal government from the theoretical model of Kingdon (1995). For the analysis, we observed that the ESDP is based on regulatory policy by attempting to institutionalize new forms of work organization by supporting solidarity economic enterprises. However, even with a proposal to introduce, through support and promotion of principles and forms of organization of the solidary economy, a new development path for the country, it was found that the ESDP has difficulties in establishing the institutional space in which is inserted that has shaped the projects and actions of this program. Thus, one of the considerations in this respect is the finding that the projects and the ESDP actions are aimed at each program (PPA) for the supportive economic enterprises located in urban and rural areas has not been the subject of concern of the framers of policy.

A crise no mundo do trabalho que afetou o país a partir da década de 1970 foi o lócus privilegiado para as problematizações sobre a economia solidária no Brasil. Além disso, a pesquisa também procurou evidenciar que o privilégio estabelecido sobre as experiências urbanas extrapolou a esfera das discussões teóricas e acadêmicas. Percebeu-se que as políticas públicas governamentais de economia solidária no Brasil também se orientaram, e ainda o fazem, a partir da problemática da falta de trabalho urbano. Com base nessas constatações, a investigação possuiu como objeto de estudo o Programa Economia Solidária em Desenvolvimento (PESD), executado pela Secretaria Nacional de Economia Solidária (SENAES). Desta forma, essa investigação procurou problematizar desta forma o processo de inserção da temática economia solidária na agenda do governo federal a partir do modelo teórico de Kingdon (1995). Pela análise realizada, foi possível identificar que o PESD se fundamenta em termos normativos pela tentativa de institucionalizar novas formas de organização de trabalho através do apoio aos empreendimentos econômicos solidários. Entretanto, mesmo com a proposta de introduzir, através do apoio e da divulgação dos princípios e formas de organização da economia solidária, uma nova trajetória de desenvolvimento para o país, constatou-se que o PESD possui dificuldades de se estabelecer no espaço institucional em que está inserido que tem moldado os projetos e ações desse Programa.
