In the last 13 years the solidary economy in Brazil has achieved political space in the public agenda, with the strengthen of its representative organizations and the creation of a National Secretariat for Solidarity Economy on federal sphere. Besides the trajectory of achievements of support and political space, the solidary economy faces big challenges related to the institutional environment in which it is inserted. This study aims to analyse the recent trajectory of public policies to solidary economy in Brazil, trying to understand some of its dilemmas based on the redemption of qualification processes and structures of necessary tools to meet the solidary economy demands. It can be concluded from the above that the creation of an enabling institutional environment to the development of these public policies relies as much on political commitment and government efforts as solidary economy organizated forces capabilities while part of the movement for democratization of Brazilian Society
