O Polo de Excelência em Florestas no Processo de Geração de Inovação a partir da ótica do Estado

The technological innovation has been receiving the spotlight due to manifest itself as the most important branch of the economic growth. It is observed that the cultural influence emerged through the countless social and institutional relationships end up becoming essential to build up the predisposition level of the State and its society to the technological innovation, taking different forms from country to country. Thus, it has been discussed the need of the State for creating desirable conditions for such technological innovations to develop. The current study aimed to describe the creation process and the implementing of the Polo de Excelência em Florestas, seeking to understand its dynamics concerning the generation of innovation through the perspective of the State. This investigation is based on a unique case study about the Polo de Excelência em Florestas, a governamental framework created through a technical cooperation term signed up by several agents - government, the private sector, several associations and education and research institutions - directly engaged with the enhancement of knowledge and technology generating structures, human resources training and services for the promotion of sustainable forest sector. The applied methodology is essentially qualitative, through documents, observation and semi-structured interviews with the management team of the Polo de Excelência em Florestas. For data analysis, it was used the technique of Content Analysis . The research results reveal that inclusion in the agenda of the government happened partially, which it was released financial and human resources for the activities, nevertheless, it was not won prestige and priority in the management. Thus, the implementation ended up being weakened by lack of continuity in the priorities during the exchange of rulers. The reduction in investment had a direct impact with the actions taken, especially scientific research projects. Also, the Polo failed to achieve financial and administrative autonomy, as proposed in its business plan. Yet, the Polo de Excelência em Florestas eamed R$ ll,37l,844.33 invested in about 125 different actions, including research projects, publications and training. In relation to the specific innovation activities, four projects have been identified: two of them concerning supply of technology through know- how and other two involving intellectual property claims through patents. It was identified that the largest contribution of the Polo de Excelência em Florestas, until the present time, which puts it closer of its objective to become a reference in the forestry sector, refers to the Forest Information System project. Validated by the view of interviewed individuals and by the diff1culty of sustaining an innovation system, it is believed that the Polo de Excelência em Florestas will not be hindered by the lack of agents to perform the basic functions of an innovation system, but the lack of articulation between these agents. Thus, the Polo de Excelência em Florestas walks towards the Triple Helix in a different way from the ones found in the literature, in which there is a consistent link between university and government affairs yet timid with the private sector. Finally, the case of Polo de Excelência em Florestas confirms one of the main criticisms to the New Public Management, when highlighted one administrative and economic aspect regardless the shape of political dynamics. However, the State failed to advance democratically by restricting the participation of other agents, whether in public policy formulation or in the implementation of top down actions.
